What responsible journalists WOULD be doing is using Trump's antics to contextualize them with his withholding of disaster funds from political enemies (California).

In a couple senses.

The psychological sense, yes.

But also the soothsaying one: he is TELLING you that if he is successful in regaining the big chair, he will use its powers (in emergency relief spending and resource deployment) to favor political and business friends and punish enemies.

And, it has to be seared into our consciousnesses: there will be NO legal or political restraints on him from literally SELLING his favor, or his capacity to punish, for his own personal benefit.
