The original judge started contacting the abuser while he was in prison and then contacting the stepdaughter and he was the one who got her to recant, in a private session with her, after some 15 years in which she had maintained her story.
The judge picked the abuser from prison. Who ever heard of such a thing? Also, commutations happen, but full pardons are much rarer.
Republicans must be so happy that this sends a message to survivors that they'd better keep quiet and simply let the perps go along their way.

We should do a central fund and donate some money to the opponents of those on the list every time they ask “how much tangible or intangible benefits have you received from Trump since he became president?” More money if it’s on camera

Republicans have spent more than half a century promoting racism and division among Americans, and no one would deny that republicans thoroughly dominate when it comes to the racist/bigot demographic.
Another leg of the republican stool, i.e., their business model, relies on the ignorant and ill-informed, and so they ardently pursue an effort to question and denigrate science, and promote praying and teaching fantasies like christianity in public schools. That being the case, it makes you wonder why it took them so long to pursue the anti-vaxxer demographic?
But now, they've realized their mistake and have come up with a way to satisfy both the bigotry and ignorance/anti-science factions of their base, that they are so utterly dependent on.
Anti-science? Check
Anti-scary brown people? Check

But apparently, only 3 dead children from the flu so far while in federal custody, isn't enough.
