Texans could be one of those bidders - but so could Carolina, Vegas, Atlanta and Indy ( and, hell, even the Jets ).
The Colts should trade up to #1 so they can jump ahead of Houston and snag a QB. Indy needs to look no further than their own performance when they had Manning/Luck vs. when they didn't and go get themselves an elite QB. Indy is in the danger zone at #4 because there are only two elite QBs in this draft in Young and Stroud and everyone knows that Indy will take the second of them if they are available to them. Someone could trade up to #3 because Arizona may be looking to trade down since they are set at QB for a while but needs a lot of help elsewhere and could benefit from turning the #3 pick into multiple picks.

Houston really screwed themselves with that win to end the season.
I think Carolina will also be wheelin' and dealin' with the picks they got from CMac.
