You are correct (natch). And as the head of the executive branch, POTUS deserves all the
political blame for the failure of executive agencies to fulfill their missions expeditiously.
But politics and real life ain't the same thing. And if we're content to say, "Stupid Trump fucked this up," then we will, without question, avoid confronting the real issues that actually caused and exacerbated the problems with the CDC and the FDA.
honest question (and i have my presumptions, but don't know for certain), but do you think the task force that trump dismantled that was supposed to prep and deal with this sort of thing, might have curbed the behavior of the CDC/FDA and others?

I think you can make the case that it may have helped some, but then, if you have $4 trillion government that can't function properly function without every tiny component, then you have a giant $4 trillion waste.
Moreover, as I understand it, the task force was not "cut" in the standard "budget cut" sense of the word. Bolton started reorganizing the NSC, and rubbed Rear Adm. Timothy Ziemer the wrong way, prompting him to resign his position as the head of the global health security team. With Ziemer gone, they simply decided not to fill the spot and not to rebuild his team.

This nonsense is similar to Rummy et al cutting military thinking they can fight multiple wars on the cheap. They cut stuff mainly to make their tax cut numbers look less bad. These cuts were cuts on top of the cuts already made! Why do we need four fire engines when three will do! Too bad they didn’t think like that for the n+1 aircraft carrier!
