If you want to re-invigorate the antiwar movement and throttle American militarial aggression, reinstitute the selective service, i.e., the draft. In my experience, nothing focuses the American electorate's attention like the random plucking of 18 y/o Americans to go fight and die, > 58,000 in Viet Nam, in a war Americans don't understand and have little interest in.
