Not necessarily.
Could be something like we're a high 2 seed, low 1 and another team in the midwest is a slightly higher 2 seed, low 1 so they put them as a 2 in the midwest to 'reward' them and 'punish' us by giving us a 1 but out East.

Anyway, point is I don't think getting bumped to (say) the 2 out West puts Wichita out of play for KU. I think the way it shakes out, getting shipped out East for the first weekend would mean we're a low (for us) seed.
